We consider the Earth’s climate system (ECS) as a linear system whose output is the global mean temperature anomaly DТ(t). The input the system, along with changes in the solar constant DI(t), can be affected by other factors, and at the output manifest themselves own temperature fluctuations and a random noise. The spectral analysis of the data shows the existence of statistically significant coherence between DI(t) and DТ(t).
The paper shows the changes in precipitation regimes in their annual cycle on natural areas of the Saratov region during the observation period from 1936 to 2012. To the article the estimation of dynamic of annual precipitation is driven, maximally possible and total evaporation in the different soil-climatic zones of the Saratov area in the conditions of the global warming of climate. It is shown that in a period from 1981 to 2014 year noted a statistically significant increase in the maximum possible evaporation, which leads to an increase of deficit of evaporation. As a result of the observed tendencies the climate norms of gidromelioration in the area were increased on 200–300 м3 / hectare.
